Norfolk Island Rock Crusher Air Quality Impact Assessment

Heggies undertook an Air Quality Impact Assessment of two rock crushing operations on Norfolk Island.

Heggies was commissioned by the Administration of Norfolk Island to conduct an Air Quality Impact Assessment of two rock crushing operations.

The objectives of the assessment were:

1. In accordance with applicable Environmental legislation, develop an industry specific Norfolk Island standard for air quality compliance
2. Determine the air quality impacts as a result of crushing activities upon the nearest residential receivers and
3. Identify a compliance monitoring procedure for the Norfolk Administration

Dust Deposition Gauges and a Real Time TSI DustTrak were used to determine dust deposition rates and ambient particulate concentrations both before crushing activities began and during crushing activities, at a number of nearest residential receivers. The DustTrak was used in place of a high volume air sampler because of the restricted time available to the Heggies scientist, as well as shipping constraints to the island location.

At the conclusion of the assessment, an island-specific ambient particulate criterion for PM10 and depositional criterion for dust were recommended to regulate crushing activities and to ensure no detrimential impact at residential receivers.

Heggies personnel were also available to represent the Norfolk Island Administration in a court case to present the findings of the assessment.

Comprehensive training was provided to ensure that Asministration staff were able to conduct on-going monitoring for legislative compliance purposes.
